Overview

The Statewide Planning Section supports the Department’s mission by conducting studies of transportation problems and proposing solutions to meet current and anticipated future needs. Solutions are developed through consultation with regional stakeholders, and through the use of state-of-the-art engineering and planning tools. Once solutions are identified, the Statewide Planning Section provides technical support in efforts to resolve these issues, assisting with the programming, environmental, design, and construction processes.

The Statewide Planning Section is comprised of a diverse team of engineers and transportation planners with a wide-ranging skillset. The team is very adept at garnering the needs of stakeholders along with the public, in order to achieve the overarching goals of a given project. The Statewide Planning team brings a broad range of backgrounds and talents to provide a comprehensive approach to producing effective solutions.

Section Responsibilities

Key Statewide Planning Section’s responsibilities are listed below:

  • Conduct long-range planning studies to determine roadway improvement needs in regard to safety, mobility, economic competitiveness, and other goal areas.
  • Conduct public involvement meetings to integrate community feedback on system improvements.
  • Assist with the development of Federal regulatory documents, such as Interchange Justification Reports.
  • Review design plans to ensure that projects will achieve the desired outcomes.
  • Propose work zone regulations that maximize available work hours for highway contractors while minimizing delay for roadway users.

Statewide Long Range Intermodal Transportation Plan (2017)

The Arkansas Long Range Intermodal Transportation Plan is a performance-based long-range plan. It is a comprehensive document that details goals, objectives, policies, investment strategies, and performance measures that will guide future transportation investments to move Arkansas forward. It examines all aspects of the state’s multimodal transportation system, including highways, bridges, public transportation, rail, bicycle, pedestrian, ports, waterways, and aviation.

State Freight Plan (2022)

The Arkansas State Freight Plan describes the State’s multimodal freight system (including highways, rail, air, waterways, and pipelines); reports freight system trends; identifies needs and issues; describes the policies, strategies and performance measures that will guide investment decisions; and documents a freight investment plan for high-priority freight projects.

Statewide Bicycle and Pedestrian Transportation Plan (2017)

The Arkansas Bicycle and Pedestrian Transportation Plan highlights the economic benefits of active transportation on the economy and quality of life; supports the development of local and statewide bicycle and pedestrian transportation networks; and emphasizes the Department’s Core Value of providing a safe transportation system.

Carbon Reduction Strategy (2023)

Developed in accordance with the requirements of 23 U.S.C. 175 (the Carbon Reduction Program), the Carbon Reduction Strategy documents projects and strategies that ARDOT and other transportation agencies in Arkansas can implement to support the reduction of transportation emissions, defined as carbon dioxide (CO2) from on-road highway sources.
